If you wan't to submit a wallpaper you created, you may use the Submit News form. Just make sure you indicate in the subject it is a wallpaper submission.
ALL wallpapers are in 1024x768. To set as your desktop wallpaper, click the wallpaper to enlarge it, and then right click, and hit 'Set as Background.'
